Procurement Modernization at a large Pacific Northwest County 

Accelalpha partnered with one of the United States' largest counties to streamline and modernize their Strategic Sourcing, Vendor Management, and Contract Management operations. Accelalpha implemented Oracle Procurement Cloud and Oracle CX Sales Cloud, helping 30 government agencies, 50 strategic procurement buyers, and more than 3000 suppliers.

A key transformative initiative, the modernization project was a business process improvement exercise in addition to a system implementation. Accelalpha worked closely with the county to implement a cloud-based Oracle solution that replaced a combination of legacy applications and manual processes.

The new solution helped the centralized county procurement organization conduct the entire sourcing process online, from publishing quotes to evaluating and awarding contracts. The automation of manual processes reduced the procurement cycle time and increased responsiveness. In addition, the solution also provides an enhanced user experience and clear visibility to various agencies that interact with procurement.

Online solicitation processes help suppliers respond quickly and collaborate more with each other and the county. Self-service profile maintenance by suppliers through an online portal has improved accuracy and reduced manual data entry by the county's administrators.

The county had the following objectives when starting the procurement modernization project:

  • Eliminate disparate systems to enable 100% online processes that streamline operations and reduce errors throughout the procurement and contracting.
  • Enforce common standards and policies on all procurement transactions in a traceable and transparent manner.
  • Provide an efficient multi-channel platform to all participants of procurement processes issued and managed by the county.
  • Enhance the experience for internal and external customers through intuitive and collaborative applications.
  • Improve functionality to support the competitive bidding processes for sourcing goods and services.

The solution delivered the following benefits to the county:

  • Reduced the time to respond to public disclosure requests by consolidating data in Oracle and eliminating old, legacy systems.
  • Streamlined sourcing processes, freeing up buyer time for value-added activities.
  • Improved efficiency, which streamlined the contract writing process utilizing pre-built contract templates.
